Yaroslav Shcherbakov on the discussions of the regional budget: “They forgot to ask you”

Today, the so-called public discussions on the draft budget of the Chelyabinsk region for 2023 (and the planned period of 2024 – 2025) are coming to an end. I have sent a protest regarding the form of conducting such discussions.
All the “discussions” of the budget have recently been reduced to the possibility of sending an opinion to the working group of the Legislative Assembly. No one will ever learn what they will do with this opinion behind closed doors.
At the same time, a third of the budget – 60 billion roubles – represent direct [revenues from] taxes from residents who, unlike other major taxpayers, are not represented in the Legislative Assembly in any way.
In 2021, the introduction of such an order instead of an open and public meeting was justified by the coronavirus. The pandemic is over, but they do not hurry to change the procedure [for public discussion of the budget].
