On 22 September, Tatyana Pasman, Yabloko deputy in the Pskov City Duma, addressed her parliamentary colleagues at a session of the Pskov City Duma and explained her decision to run for the post of the Chair of the Duma as follows: “The principles of democracy involve balancing the positions of the majority and the minority and providing opportunities for opposition representatives to influence the work of the parliament. Since the majority of the new Duma are representatives of [the pro-government] United Russia, the election of a Chair from among the deputies from the opposition party will balance the work of the Duma and bring respect for all opinions into our parliament.
In my view, it is very important for the development of parliamentarism in the city of Pskov to create a precedent for respect for the constructive opposition. The support of my candidacy for the election of the Chair of the City Duma could become such a precedent…”
