It was only Yabloko which for the second time voted against sending Ryazan officials to Donbas at the expense of local budgets.

On 14 July, the Council of Deputies of the Dubrovskiy Rural Settlement of the Ryazan District adopted a model decision to pay from the municipal budget for business trips of administration employees to the Donbass. It should be noted that this municipality was the only one in the Ryazan region, where deputies rejected such a decision. On 8 July, only three deputies voted in favour of it, three were against, and four abstained. Konstantin Smirnov, a deputy from Yabloko, Editor-in-Chief of the Internet media Vidsboku and Chairman of the Ryazan regional branch of Yabloko, was among those who voted against this.
Konstantin Smirnov said that he would vote against it, because, even disregarding the absurdity of the document, it was completely unclear why municipal budgets should pay for issues that were in the federal competence.
Other deputies also asked about the incomprehensible norm about “unreported amounts”, the size of which was not even indicated, – how then to make up the budget? Everyone agreed that, in any case, the amounts in question were unbearable for the budget of the settlement – one such trip for a month will cost almost a two percent of the annual budget.
On 14 July, only a deputy – Konstantin Smirnov, a deputy from the Yabloko party and Editor-in-Chief of Vidsboku, – voted for the second time against the model decision adopted in all municipalities of the Ryazan region, and one deputy abstained.
