The final version of the election programme of the Yabloko party “Freedom and Law. Hope for the Future” has been published. The programme has five sections. We publish some theses from each of the sections.

FREEDOM, HUMAN RIGHTS, DEMOCRACY, AND LIFE WITHOUT FEAR

Release of all political prisoners

Investigation into the poisoning of Alexei Navalny, murders and attempts on the life of Russian opposition politicians, public figures and journalists

Cancellation of the “reset” of presidential terms, return of the four-year term of office of the President and the State Duma

Access to elections of all political parties, equal rights and opportunities for political parties and candidates

Prohibition of all types of censorship, including hidden and political censorship in the media

Prohibition of the use of digital technologies and personal data to the detriment of freedoms and human rights

Complete disclosure of archives of the Soviet period

 

MODERN ECONOMY

Incorporation of state corporations, and depriving them of the privileges

Widening by many times of the circle of people who own shares of large enterprises

Introduction of the compensation tax on super-large profits from privatisation deals of the 1990s

Development of private astronautics

Increasing funding for science from 1.1% to 3% of GDP

Ratification of the Civil Law Convention on Corruption

Free transfer of land plots to citizens for individual housing construction

 

IMPROVING LIFE AND WELFARE

Increasing funding for healthcare from 4.6 to 8% of GDP

Reconstruction of medical institutions liquidated within “optimisation”

Full compensation to citizens and businesses of losses from the National Welfare Fund upon announcement of a lockdown

Increasing the rate of coronavirus vaccination

Registration of foreign vaccines in Russia and granting citizens the right to choose a vaccine

Increase of expenditure on education from 4% to 6% of GDP, increase of teachers’ salaries to 200% of the regional average

University autonomy and academic freedoms

Reducing the retirement age to the previous level

Individual savings accounts for citizens for crediting part of the income from the natural resources exports

Abolishing income tax for people with low incomes

Moratorium on tax increases for five years

Mandatory official video recording of police interaction with citizens

Combating all types of discrimination

Adoption of the law against domestic violence

Humanitarian reform of the system of psycho-neurological hospitals

 

THE ENVIRONMENT: CLEAN AIR AND WATER

Prohibition of incineration and open landfills

Abolishing of the use of plastic dishes, bags and other environmental pollutants

Abolishing of the plans to build new nuclear power plants

Waiver of subsidies for the oil, gas and coal industries

Increase in the area occupied by specially protected natural areas of federal significance to 5% of the territory of Russia

Prohibition of hunting

Ban on exploration of oil and gas fields in the Arctic Ocean

Priority of the right of citizens to a favorable environment in solving any issues of construction or development of territories

 

FOREIGN POLICY: FRIENDS, NOT ENEMIES

Refusal of Russia’s participation in armed conflicts abroad, in other peoples’ civil wars

Ending political, military and economic support for dictators and authoritarian regimes

Banning the activities of private military companies

Abandoning conscription into the army and complete transfer of the army to a contract basis

Creation of a joint missile defence (ABM) system of Russia, the European Union and the United States

Ending interference in the internal affairs of Ukraine, Belarus and other states in the post-Soviet area, recognition and respect for their state sovereignty and borders

Organisation of the International Conference on the solution of the problem of Crimea

Implementation of the Peace Plan developed by Grigory Yavlinsky on the settlement of the conflict in Donbass

Cancellation of restrictions on the imports of foreign food-stufffs and medicines into Russia

Visa-free regime with the countries of the European Union
