Today, the Moscow Basmanny Court will hold a hearing to extend the measure of restraint in the form of detention for politician and journalist Vladimir Kara-Murza.
Vladimir Kara-Murza has been in jail since 22 April on the charges of spreading “fake news” about the Russian army. In July, another criminal case was initiated against Kara-Murza – “on the activities of an undesirable organisation”, and in October he was charged under the article “treason”. Yabloko considers the persecution of Vladimir Kara-Murza political and Yabloko insists that Vladimir is innocent.
On 3 December, Yabloko Chairman Nikolai Rybakov and his team came to Astrakhan to meet with Yabloko members and supporters and discuss the region’s problems with active citizens.

On 3 December, the Yabloko branch in the Sverdlovsk region held a political discussion on the topic “The Image of Russia of the Future”. The organisers of the event aimed to learn how people of different ages and different political views assess the current situation and view the future of Russia. Four teams came up with their vision – “Youth Yabloko”, a representative of PARNAS, the “Team of People’s Freedom” and the “Social Democrats of the Urals”.
On 6 December, the Yabloko Party University held a lecture “February? Bourgeois? Democratic? Revolution?” about the history of the revolution in Russia in 1917. The lecturer was Boris Kolonitsky, professor at the European University at St. Petersburg and a leading researcher at the St. Petersburg Institute of History of the Russian Academy of Sciences.

The draft appeal to President Putin on the need to issue a decree on the end of partial mobilisation submitted to the apparat of the Moscow City Duma on 23 November, was “rejected” by Andrei Krutyshev, head of the legal department of the Moscow City Duma, in violation of the Duma regulations. This was announced today by the authors of the project – the deputies of the Moscow City Duma Maxim Kruglov (Yabloko), Mikhail Timonov (A Just Russia), and Yevgeny Stupin (CPRF).

The Yabloko faction in the Legislative Assembly of Karelia sent an appeal to Sergei Shoigu, Russian Defence Minister. The document refers to the need to issue a regulatory legal act on the completion of partial mobilisation.
Sergei Mitrokhin, a member of the Federal Political Committee of the Yabloko Party, a deputy of the Moscow City Duma, and a candidate of political sciences, focused in his lecture on one specific issue: the origins of the rule of law. Deputies of the Yabloko faction in the Legislative Assembly of St. Petersburg sent an appeal to Russian President Vladimir Putin. The appeal by Yabloko deputies runs that it is necessary to issue a decree on the end of “partial mobilization”.
“The absence of such a [presidential] decree (at the moment there are only oral statements made by a number of officials about the end of partial mobilisation, but no legal acts) creates legal uncertainty and, on the one hand, allows the conscription of citizens to military service within the framework of mobilisation, and on the other hand, allows commanders of military units and courts to refuse citizens asking for dismissal from military service,” Yabloko MPs note in the appeal.

Actions in support of political prisoners were held in the regional offices of the Yabloko party past week. Hundreds of letters and postcards with words of support so needed by people deprived of their freedom are sent to their recipients across the country.
Many political prisoners write in their response letters that Yabloko and civil activists are doing very important work.
“I had to go through a lot of difficult moments during this time and I don’t know how I would have coped without your support! I received over a hundred letters (postcards, photographs, and drawings) with words of support and good wishes from different cities of Russia, as well as neighbouring countries!” Yabloko activists in Tatarstan cite the words from the response letter of political prisoner Andrey Boyarshinov.

Anna Cherepanova, head of the Yabloko party faction in the Novgorod City Duma, called on the Russian President to issue a decree on the completion of partial mobilisation. The faction’s appeal, signed by MP Cherepanova, was sent to Vladimir Putin on 30 November.

On 15 December the Yabloko Party University will host a lecture “On the Prospects of the Russian Economy” by Igor Nikolayev, Director of the Institute for Strategic Analysis of the company “Financial and Accounting Consultants”, Doctor of Economics, and a member of the Public Constitutional Council. The lecture will start at 18:00 MSK.

On 28 November, the St. Petersburg City Court upheld the decision of the Pushkinsky District Court against Alexander Makhankov, the Chairman of the Yabloko branch in the Pushkinsky district, who had been found guilty of “discrediting the Armed Forces of the Russian Federation”. Makhankov was fined 30,000 roubles.

Iya Boronina, Chair of the Yabloko branch in Udmurtia, proposed amendments to the regional budget for 2023 and for the planning period of 2024 and 2025. The draft budget was adopted at a meeting of the State Council of the Republic on 29 November. The leader of the Yabloko branch in Udmurtia prepared and submitted to the Council the proposals of Yabloko as a legislative initiative proposing redistribution of funds in favour of orphans, palliative care and provision of safety in educational institutions.
The project of a multifunctional medical centre for 1,250 beds with a maternity hospital in the Primorsky district of St.Petersburg was included in the special investment programme. As of the end of the year, a contract for cadastral works for construction was already signed. This information was given in the response of the administration of the Primorsky district to the inquiry of the Yabloko deputy of the Legislative Assembly of St. Petersburg Boris Vishnevsky.
On 26 November Yabloko launched the Public Reception “Our Moscow” project. Yabloko party deputies of different convocations of the Moscow City Duma and municipal councils of Moscow districts, as well as candidates for deputies from Yabloko and civil activists.
According to the results of the September municipal elections in Moscow, the Yabloko party received an average of 16% of the vote in Moscow, but only four candidates from the party managed to get elected in the conditions of electronic voting – Vasily Dikarev, Anatoly Zakharov, Olga Lapshina and Vladimir Shomin.

On 25 November, the Novgorod City Duma considered in the first reading the draft city budget for 2023 and for the planning period of 2024 and 2025. The total amount of planned budget revenues for 2023 will amount to 6.867 billion roubles, and expenditures for 7.127 billion roubles. The deficit will amount to 260 million roubles. The faction of the Yabloko party voted against the adoption of the draft budget.

On 8 December, the Yakutsk City Court will start considering a criminal case against Anatoly Nogovitsyn, the leader of the Yabloko branch in Yakutia, who is accused of “discrediting the army” (Article 280.3 Part 1 of the Criminal Code).

Dmitry Kushpita, Chairman of the regional branch of the Yabloko party in the Vladimir region and director of School No. 40 in Vladimir, spoke to the deputies of the regional Legislative Assembly and called them not to introduce a course of elementary military training to schools, and also advocated the need to return direct mayoral elections in the region.
