On the preparation of the party for the elections in 2021

Federal Political Committee Decision No. 137, 3.03.2021

Having heard and discussed the reports of the Chairman of the Party Nikolai Rybakov and Deputy Chairman of the Party Ivan Bolshakov on the preparation for the elections of deputies of the State Duma of the Russian Federation, representative bodies of the state power and local self-government bodies of the constituent entities of the Russian Federation, having considered the draft decision on the preparation of the Party for the election campaign, prepared by members of the Federal Political Committee Boris Vishnevsky, Valery Borshchev, Svetlana Gannushkina, Emilia Slabunova, Viktor Sheinis and Lev Shlosberg, and taking into account the discussion

The Federal Political Committee of the YABLOKO Party decided the following:

 

  1. Take into account the information of Nikolai Rybakov and Ivan Bolshakov:

 

– on the formation of the Headquarters for the election of deputies of the State Duma of the Russian Federation within the framework of the Unified Headquarters of the election campaign (created on the basis of the Decision of the Bureau of the Party No. 2384 of January 31, 2020 and taking into account the structure determined by the Decision of the Bureau of the Party No. 1894 of March 31, 2017);

 

– on the work on the formation of the key elements of the concept (strategy) of the Unified Election Campaign of 2021;

 

– about the key activities of the Election Campaign Plan.

 

  1. Consider the priority work of the YABLOKO Party in 2021 to participate in the following [campaigns]:

 

– the elections of deputies of the State Duma of Russia of the 8th convocation, deputies of legislative assemblies and deputies of representative bodies of local self-government of the constituent entities of the Russian Federation;

 

– election campaigns on party lists;

 

– election campaigns where the collection of signatures of voters is not required.

 

  1. When organising and conducting the election campaign to the State Duma, the focus should be made on the campaigns in the constituent entities of the Russian Federation that make the main contribution to the overall federal result of the Party, as well as on maintaining the Party’s representation in the Legislative Assembly of St. Petersburg, the Legislative Assembly of the Republic of Karelia, and the Pskov Regional Assembly deputies.

 

Particular attention should be paid to obtaining a representation of the Party in the regions where there are the greatest chances for the candidates from the Party list for passing to the representative bodies of the state power of the constituent entities of the Russian Federation (the Sverdlovsk Region, the Moscow Region, the Perm Territory, the Tomsk Region, the Novgorod Region, and the Altai Territory).

 

  1. Consider it necessary to conduct a politically and organisationally unified (interconnected) election campaign for the election of deputies of the State Duma, deputies of legislative (representative) bodies of the state power of the constituent entities of the Russian Federation and bodies of local self-government.

 

  1. Assign members of the Federal Political Committee of the Party Valery Borshchev, Boris Vishnevsky, Yelena Dubrovina, Emilia Slabunova, Lev Shlosberg, Viktor Sheinis and Grigory Yavlinsky to prepare theses of the draft Programme on the basis of the set of political documents of the Party, including the Political Memorandum of the YABLOKO Party (approved by the Resolution of the Congress No. 374 of December 14, 2019), the Party Programme for the Elections of Deputies of the State Duma “Respect for a Person” (approved by the Resolution of the Congress Party of July 1, 2016 No. 347), the Programme of the Party in the Elections of the President of the Russian Federation “Road to the Future” (approved by the Resolution of the Congress of the Party dated December 21, 2017 No. 366), the Programme “Protect the Economy and People. On Urgent Measures to Support Citizens and Entrepreneurs” (approved by the Decision of the Bureau No. 2410 of March 27, 2020), the Action Plan “Investment in Health Care as the First Step to Economic Recovery” (approved by the Decision of the Bureau of May 28, 2020 No. 2443) and the Decision of the Federal Political Committee of February 19, 2021 No. 135 “On Systemic Threats to the Life, Health and Rights of Russian Citizens”, etc.

 

Instruct the working group to submit proposals for discussion at the Federal Political Committee meeting by April 15, 2021.

 

  1. Instruct members of the Federal Political Committee of the Party – leaders of the Party factions Boris Vishnevsky (in the Legislative Assembly of St. Petersburg), Emilia Slabunova (in the Legislative Assembly of the Republic of Karelia), and Lev Shlosberg (the Pskov Regional Assembly of Deputies), after coordination with the governing bodies of the regional branches [of the Paraty] and by March 15, 2021, submit to the Chairman of the Party Nikoal Rybakov a list of organisational and political tasks (with the exception of financial issues) within the framework of a unified election campaign in the relevant constituent entities of the Russian Federation, for the solution of which interaction with the governing bodies of the Party is necessary.

 

  1. Conduct the selection of candidates for the YABLOKO party for the State Duma, state and local government bodies on the basis of the Decision of the Federal Political Committee “On the Principles of Coalition Policy” No. 138 dated February 26, 2021 and the Decision of the Party Bureau “On mandatory political and organisational conditions for nomination from the Russian United Democratic Party YABLOKO of citizens who have expressed their intention to participate as candidates in the elections of deputies of the State Duma of the Federal Assembly of the Russian Federation, the elections of the highest official of the constituent entity of the Russian Federation, the elections of deputies of the representative and legislative bodies of the constituent entities of the Russian Federation, elected bodies and elected officials of local self-government” No. 2521 dated February 11, 2021.

 

  1. Recommend to the Party Bureau the following:

 

– consider organisational issues related to the work of the regional branches of the Party on the implementation of this decision of the Federal Political Committee and the Bureau of the Party;

 

– adopt an organisational plan of work to raise funds for the election campaign;

 

– organise the work of regional offices to raise funds for current activities and the conduct of the election campaign.
