Chair of Moscow Yabloko Kirill Goncharov has sent an official request to Olga Kirillova, Chair of the Moscow Electoral Commission, regarding the procedure for voters to exercise their right to receive a paper ballot in the 2026 State Duma election, including for those who fall under the remote electronic voting (REV) system.

The request raises key practical questions: how a voter enrolled in REV can vote using a paper ballot at a polling station; whether an application for exclusion from the system is required, and within what time limits; where to apply — in person, through a Multifunctional Public Services Center, or via the Gosuslugi (State Public Services) portal; and what to do if a local electoral commission refuses to issue a ballot to a voter.

“The right to choose the form of voting must be real, not merely declarative. Voters must clearly understand how to exercise this right — without unnecessary barriers or legal uncertainty,” Kirill Goncharov stressed.

It should be noted that Yabloko has consistently opposed the introduction of remote electronic voting, considering it insufficiently transparent and failing to ensure proper public oversight of voting results.
