A ceasefire between Russia and Ukraine, resolving contentious issues through negotiations is the basic position of the Yabloko party.
A cessation of hostilities remains the most urgent task for our country and for our party.
For three years and virtually alone, we have been defending this position which has been attacked from all sides.
In recent weeks, the situation has changed – now everyone is talking about a ceasefire, and high-level negotiations are underway. Recently, both the President of Russia and the President of Ukraine announced their readiness for a ceasefire and negotiations without preconditions.
This is a chance that cannot be missed. However, hostilities and daily killing of people continue.
The Federal Political Committee of the Yabloko party calls on responsible politicians in Russia, Ukraine, and Europe to facilitate the negotiation process that has begun with the active participation of the US Presidential Administration, despite the existing contradictions and disagreements.
Right now, first and foremost, it is necessary to achieve the following:
– an agreement on a ceasefire and stopping of strikes between Russia and Ukraine deep into their territories;
– creation of a reliable control mechanism and incentives for both sides to comply with it;
– an exchange of prisoners of war and the bodies of the dead “all for all”;
– an agreement on a demilitarised zone with a clear border line.
The next steps should be the formation of a system of post-war security guarantees for Ukraine and Russia, the development of long-term measures to restore Russia’s relations with the West and overcome mutual distrust.
The implementation of these urgent tasks will be only the beginning of long and difficult work aimed at:
– ensuring security along the entire perimeter of the confrontation zone (now the line of contact between Russia and NATO has doubled – to 2,600 km);
– mutual reduction of conventional armed forces in Europe and a ban on the deployment of medium- and shorter-range missiles on the continent;
– limitation of additional deployment of weapons (primarily nuclear) and military bases in Eastern Europe;
– development of acceptable forms and methods of deterrence policy to avoid future conflicts;
– ensuring the safety of navigation in the Baltic, Black and Azov Seas.
It will be necessary to create virtually a new system of security and arms control in Europe so that to prevent future conflicts.
However, the first necessary step towards this is an agreement on a reliably monitored ceasefire and strikes deep into the territory of both sides.
An end to the daily killing of people is the highest justice today and a guarantee of security in the future.
