The police handed a summon to Anna Cherepanova, Chair of the Novgorod branch of Yabloko and deputy of the Novgorod Duma. Cherepanova got a notification to come to the police department where an administrative protocol will be drawn up on her under Article 20.2 Part 2 of the Administrative Code of the Russian Federation (Organisation or holding of a public event without filing a notice of a public event in the prescribed manner). Police claims were caused by a rally in memory of murdered opposition politician Boris Nemtsov, which took place in Novgorod’s “Hyde Park” (a specially designated place where holding a rally does not require any notifications of the authorities) on 27 February.
The Chelyabinsk regional branch of Yabloko made a decision to recommend to the Party Congress to nominate candidates for State Duma from the region basing on the results of primaries. The selection of candidates for State Duma deputies from the Yabloko party in the Chelyabinsk region will be carried out in five single-mandate constituencies.
On 9 April, the Federal Security Service (FSB) conducted a six-hour search of the house of Roman Anin, Editor-in-Chief of Vazhniye Istorii (Important Stories). After the search, the investigators took the journalist away for questioning. We consider such actions to be a crude attempt to put pressure on independent journalism and demand that the investigative actions against Roman Anin be stopped.

On Thursday, 22 April, the Yabloko Party University will host a lecture by Dr. Igor Nikolayev “State regulation of prices and inflation”. The lecture will be held via Zoom and will begin at 19:00.

Olga Vshivkova, a candidate from the Perm branch of Yabloko, won the election of deputies of the Duma of the Kungur Municipal District of the 1st convocation in the two-mandate constituency. Vshivkova, nominated by Yabloko, gained more than 35% of the votes, ahead of the candidate from the pro-government’s United Russia party and the current deputy by only four vote. The second candidate from the Yabloko party in the same district, environmental activist and journalist Yekaterina Burylova, came fourth.
Olga Vshivkova is a Yabloko party supporter and Chair of the “Kungur, the Territory of Goodness” charitable foundation.

On 10 April, the Chairman of the Federal Political Committee of the Yabloko Party Grigory Yavlinsky celebrates his birthday. Yabloko party chairman Nikolai Rybakov and Alexei Arbatov, Academician of the Russian Academy of Sciences and head of the Centre for International Security of the Institute of World Economy and International Relations of Russian Academy of Sciences (published in the Kommersant newspaper) congratulate Grigory Yavlinsky on his birthday.
These days, the 14th International Documentary Film Festival Artdocfest is being held in different cities of Russia.
This year, the organisers of the festival faced pressure from law enforcement and regulatory agencies, refusal of cinemas to provide venues, provocations of odious nationalist groups and, finally, direct threats of physical violence, which ultimately led to the cancellation of screenings and the transfer of events online.

On 13 April, the Chairman of the Yabloko party, Nikolai Rybakov, will arrive on a working visit to the Ivanovo region. During the visit, the Yabloko leader will meet with representatives of Ivanovo businesses, and discuss the implementation of the federal measures to support small and medium-sized businesses.

In the fall of 2018, peaceful protests began in the Republic of Ingushetia, caused by the transfer of part of the territory of the Republic of Ingushetia under the control of the authorities of the Chechen Republic. The corresponding agreement was signed by the heads of the two constituent entities of the Russian Federation on 26 September, 2018 in violation of federal and regional laws, without taking into account the opinion of the residents of the Republic of Ingushetia and secretly from them.

On 5 April, the Ivanovo Regional Court considered an appeal against the ruling of the Oktyabrsky District Court against Ivan Krisanov, a member of the Bureau of the Ivanovo regional branch of the Yabloko party.
In February the court of the first instance imposed a fine on Krisanov in the amount of 20,000 roubles for allegedly exceeding the permissible number of participants in a rally in defence of political prisoners organised by Krisanov in Ivanovo’s “Hyde Park” [a specially designated place in the city where rallies and meetings can be held without any permissions from the authorities] on 31 January.
The Russian authorities intend to conduct a nationwide election campaign in an atmosphere of military hysteria.
I don’t want to repeat once again the phrase about “a small victorious war”, which the Putin regime is once again extremely in need, but we have to – everything is developing too alarmingly around Ukraine, as Russian troops are being pulled up to its borders.

Yabloko Сhairman Nikolai Rybakov began his speech at the 21st party Congress by mentioning the victims of political repression, the number of which has increased significantly over the past year. According to the Memorial human rights society, 378 people in Russia are persecuted or imprisoned for their political beliefs.

The key points
On 3-4 April, Yabloko held a new stage of the 21st Congress, which was attended by almost 120 delegates from several dozens of regions. The main topic of the Congress was the reform of Yabloko and the release of political prisoners. Grigory Yavlinsky was one of the first to speak from the rostrum of the Congress. He explained the meaning of the party reform: it should be targeted at preservation of the core of the democratic opposition in Russia under the conditions of an authoritarian mafia regime.

On the second day of the Congress Yabloko Chairman Nikolai Rybakov and Deputy Chairman Ivan Bolshakov spoke about some aspects of Yabloko’s upcoming parliamentary election campaign.
Nikolai Rybakov said that to the coalition policy of the party is developing, a large extent, as an alliance of Yabloko and citizens, and the main goal of the work is to create a serious single democratic opposition faction in the State Duma as a result of the elections. Another important task is to nominate a party candidate for the presidency in the next presidential elections.

The delegates to the 21 st Congress of the Yabloko Party adopted a package of key proposals for reforming the party. Amending the party by-laws required votes of at least two-thirds of the delegates to the Congress.

The goal of the reform in the Yabloko party is to preserve the political core of the democratic opposition in the authoritarian mafia state with a chauvinist ideology. Such a statement was made at the Yabloko congress by Grigory Yavlinsky, Chairman of the Federal Political Committee of Yabloko.
Vladimir Putin’s amendments to the Constitution made last year formally drew a line under the period of post-Soviet modernisation, Yavlinsky said. Now, the Basic Law enshrines the irreplaceability of Vladimir Putin’s personal power, as well as the foundations of a “corporate, mafia, authoritarian state with a chauvinistic ideology.” Yavlinsky also noted that the “anti-constitutional coup” of 1 July, 2020 [when a plebiscite for the amendments to the Constitution took place] remains outside the scope of public discussion, the society has not realised what happened.
On April 3 and 4, Yabloko is holding the second stage of the 21st party Congress. The main topic of this stage of the congress is the reform of Yablokoy and the adoption of appropriate amendments to the Yabloko by-laws. The congress will also discuss preparations for the federal and regional elections that will take place this fall.
The congress of the Yabloko party, which has to discuss the reform of the Yabloko party and is scheduled for April 3-4, will be held in strict compliance with the recommendations of the Russian Federal State Agency for Health and Consumer Rights (Rospotrebnadzor) in order to minimise the risks of infection with COVID-19.

On 1 April, the Ivanovo branch of Yabloko sent to the regional Duma a letter asking to include Irina Maltseva in the regional electoral committee as a member with a casting vote.
