Chair of the Moscow Electoral Commission rules out that candidates must apply to the district authorities for a permission for each distribution of leaflets or meeting with residents
Chair of the Moscow Electoral Commission Valentin Gorbunob sent a letter to district election commissions claiming that the candidates must apply to the district authorities for a permission for each distribution of leaflets or meeting with residents. This means that an application should be made several days before the event itself but the prefecture can deny it under any formal pretense. Member of the Moscow Electoral Commission from YABLOKO Mikhail Petrov considers the letter unlawful and suggest that Gorbunov should disavow it.
“If the district commissions will bring Gorbunov’s claim to life the candidates will be fined for any leaflet which was handed out without the permission of the prefecture. If it goes this way the election campaign can be considered finished”, explained Mikhail Petrov.
The law doesn’t allow chairperson of the Moscow Electoral Commission to give instruction to the district commissions. Anyway, Gorbunov’s position disagrees with the law since only picketing needs permission from the prefecture.
