Principles of the Coalition Policies of YABLOKO
Appendix No 2 of 28 January, 2016
Confirming the Statement of the 17th Congress of YABLOKO “On the Priorities of the Coalition Policies” of 17 June 2012 and the Decision of the Bureau of the Party, “On Creation of a Coalition of Political Alternative” of 31 January 2015, the Russian United Democratic Party YABLOKO considers it appropriate to designate clear and transparent principles of coalition politics of the Party for the next electoral cycle and get out with these proposals to all potential partners.
1. The main goal of a responsible political opposition in Russia is a legitimate change of power through participation in elections and other peaceful and legal political actions. We believe that organisation of revolutions and coups, violence and bloodshed are unacceptable and inadmissible methods of political struggle.
2. In view of this, our most important tasks are formation of a social-liberal parliamentary faction (for this we need to at least overcome a five per cent barrier in the elections to the State Duma) and, as a consequence, nomination without collection of signatures of an alternative candidate from democratic forces for the post of President of the Russia.
3. We consider the parties United Russia, the Communist Party, the Just Russia, LDPR and the like as the instruments for realization of the course of President Vladimir Putin, and believe them to be our political opponents and will fight against them in the elections.
4. We believe that any alliances with Stalinists, nationalists, fascists, militarists, xenophobes and other left and right radicals are politically, ideologically and ethically unacceptable.
5. We regard such parties as the Parnas, Civic Initiative and so on, as our competitors. At the same time, we are ready to tactical cooperation with them on the basis of mutual tolerance and rejection of mutual criticism during the election campaign.
6. We invite politicians and civil activists sharing democratic values and supporting the European way of Russia’s development and ready to sign a Memorandum of the Political Alternative and support YABLOKO’s candidate for the post of President of the Russian Federation to join to our party list for the elections to the State Duma of Russia.
7. We are also ready to nominate politicians and civil activists sharing the values of democracy, the European way of Russia’s development and generally sharing the principles of the Memorandum of the Political Alternative and supporting YABLOKO’s candidate for the post of President of the Russian Federation as party candidates in single-mandate districts in the elections to the State Duma of the Russia.
8. We express our readiness to coordinate and agree on candidates in single-mandate constituencies in the elections to the State Duma of Russia. Our partners in this process may be political parties, individual politicians and civil society activists, who generally share the values and approaches of the Russian United Democratic Party YABLOKO as reflected in the Memorandum of the Political Alternative. This process should be open to the public. The negotiations should start immediately after the registration of candidates running for the State Duma in single-mandate constituencies.
9. These principles equally apply in the elections of deputies of legislative (representative) bodies of the state power of subjects of the Russian Federation and local self-government bodies.
10. We also consider tactical cooperation and interaction with a wide range of democratic parties and civil society organisations be important in matters of joint election monitoring and observation, participation in the work of election commissions and the general democratic organisation of public events and other forms of control over the authorities.
