President on the creation of the European Non-Strategic Anti-missile Defence System
According to Ivanenko, Yabloko is convinced that "the creation of the Russian-European
non-strategic ABM system could become the first stage in the revival of the Russian
military-industrial complex and economy in general."

law and order in Kalmykia
During the elections of the deputies of local government in the city of Elista (Ed. capital of the
Republic of Kalmykia) "different violations of republican and federal laws were committed at all
stages of the election campaign from the nomination and registration of candidates to the

for local government
At a meeting held on February 20, 2001, Putin proposed consolidating significantly the economic
base of local government, and redistributing tax revenues in favour of local budgets...
According to Mitrokhin, the President's speech demonstrated that he had accepted the
proposals made by the deputies of the Yabloko faction at the meeting in December last year.

Yabloko
achieved approval at its first reading of the law
stipulating that regional heads should be elected
over two rounds
On February 15, 2001, at the initiative of the Yabloko
faction, the State Duma adopted at the first reading
a draft law stipulating that top regional officials
should be elected over two rounds of elections, if
none of the candidates obtained over 50% of the votes
during the first round. A corresponding amendment
to the law "On the General Principles Behind
the Organisation of Legislative (Representative) and
Executive State Authorities of RF Subjects" was
introduced by a deputy of the Yabloko faction, Deputy
Head of the Chairman of the Duma Committee for Local
Government Sergei Mitrokhin.

member Vladimir Novikov elected Mayor of Artyom City
Vladimir Novikov, member of the Yabloko association,
was elected Mayor of Artyom city ( Maritime Territory).
In the second round of elections held on February
11, 54.3% of the electorate voted for Novikov; while
about 37.4% voted for his competitor, the leader of
the local communist party organisation Evgeni Kozin.

The Prime Minister of Israel Ariel Sharon who won
the elections is "psychologically ready"
to head the process of peaceful regulation in the
Middle East. This opinion was expressed by Deputy
Speaker of the Duma Vladimir Lukin (Yabloko) in an
interview with journalists on February 7, 2001.

Central Electoral Commission to investigate the recent
elections of deputies of the city assembly of Elista
(Kalmykia).

Union of Right-Wing Forces and Yabloko will try to
make changes to the draft law on political parties
at its examination in the second reading
The Union of Right-Wing Forces (SPS) and Yabloko
conventionally support at the first reading the draft
law "On Political Parties" submitted by
the President of the Russian Federation Vladimir Putin.
On February 7 the draft was examined together with
four alternative drafts

Ivanenko comments on the new appointments of high
officials due to the energy crisis in Maritime Territory
Deputy head of the Yabloko faction Sergei Ivanenko
thinks that the decision of Evgeni Nazdratenko to
resign is "a courageous step". At the same
time in an interview with journalists (on February
5, 2001) Ivanenko stressed that "the main task
today is to restore all the management systems in
Maritime Territory".

draft law "On Parties", provided that it
is amended.
