Vladimir Novikov, member of the Yabloko association, was elected Mayor of Artyom city ( Maritime Territory). In the second round of elections held on February 11, 54.3% of the electorate voted for Novikov; while about 37.4% voted for his competitor, the leader of the local communist party organisation Evgeni Kozin.

Novikov (aged 34) has been the acting Mayor of the City since November 2000. The former Mayor Alexandr Tretyakov had to resign owing to his failure to prepare the city for the heating season.

Igor Artemyev, Secretary of the Yabloko Association on elections and interaction with the authorities, told journalists that the federal organisation of Yabloko and the new mayor had agreed upon joint work to establish a socio-economic development programme for the city.
