Memorandum on cooperation between the Administration of Tomsk Region
and the Yabloko faction of the State Duma of the Federal Assembly of the
Russian Federation
The parties, represented by the Administration of Tomsk Region and the Yabloko faction of the
State Duma of the Federal Assembly of the Russian Federation, pointing to considerable
potential for mutually advantageous cooperation and strategic partnership in the socio-economic
and political fields have concluded the present Memorandum on the following:
The parties have agreed to cooperate on the formation of inter-budgetary relations and adoption
of the budget of the RF for the next year with due account of the interests of Tomsk region.
Yabloko and the Tomsk region signed a cooperation agreement
First, the formation of inter-budgetary relations during the formation
of the budget of the Russian Federation for
the next year with regard to the interests of Tomsk Region. During the
parliamentary elections of 1999 Yabloko
obtained more votes in Tomsk Region than on average in Russia as a
whole. Therefore, according to Yavlinsky, the
members of the Yabloko party consider it an honour to work on the budget
of Tomsk Region and undertake to do
all they can to ensure greatest possible representation of the interests
of Tomsk Region in the state budget.
Sergei Ivanenko expresses “cautious optimism” on the present Cabinet
reshuffles and expects changes in the economic bloc of the Government
Sergei Ivanenko also drew the attention of the journalists to the fact
that the team is formed from people who are “personally loyal” to the President and “will implement exclusively
President Putin’s policy”.

Certainly, when prices have skyrocketed 20 times, it begins to become difficult to continue the
reform programme, but this is nothing strange. This is not very strange, and there were no rallies.
The last congress did not talk about impeachment. So be cautious, you are the President and the
people are behind you. Don't go away, maybe that path would be more difficult or less difficult.
Most importantly, he is the only person at the moment who can guarantee the democracy and
freedoms we obtained from Gorbachev! So that is my main point and my main wish -- to say:
"Be more cautious and at the same time be more persistent in implementing economic reforms".

The Yabloko faction considers the decision to import nuclear waste to
Russia the “crime of the century”
The Yabloko faction thinks that if the Duma adopts the amendments to
the regulations on importing, preserving
and recycling nuclear waste, Russia will suffer catastrophic losses.
These amendments to the legislation will be
considered by the Duma at its second reading on March 22, 2001.

Yabloko initiates the audit of the use of multibillion state credits
On March 14, 2001, the State Duma, on the initiative of Alexander
Shishlov, member of the Yabloko faction, instructed the Audit Chamber of the RF to conduct an audit of the
efficiency and viability of spending in 2000 and the first quarter of 2001 of credits (loans)obtained in accordance with
the Programme of the State Foreign Loans of the RF for 2000-2001.

State Duma has forwarded an inquiry to Prime Minister Mikhail Kasyanov
At a meeting of the State Duma on March 14, 2001, the deputies
supported a parliamentary inquiry prepared by Alexander Shishlov (the Yabloko faction) to Prime Minister Mikhail
Kasyanov on accelerating the adoption of government resolutions which determine the procedure for exempting
advance payments from VAT (obtained for future shipments of hi-tech equipment with a long manufacturing term).

I am a politician from Russia, so I
am supposed to talk about Russia
today. However, I would like to talk
about international economies
instead, as we live in a period of
globalisation and Russia is
becoming integrated in the global
economy. The Russian economy
faces countless domestic issues
and is also under the influence of
many external factors. Every year,
around the beginning of January,
my team and I try to review what
has happened in the world economy in the previous year
to try and disclose some kind of trend in the new year.
We were doing the same thing earlier this year for 2001.
Contrary to the more relaxed and still somewhat
optimistic general view, we became pessimistic about
prospects for the U.S. economy and are very concerned
about its impact on other countries. Our observations,
analysis, and forecast on this issue are as follows...

The Yabloko faction will not participate in vote of no-confidence in the Cabinet
The position of the faction over the resignation of the Cabinet depends
on readiness of the Cabinet to undertake
definite steps in support of Yabloko’s proposals. These proposals refer
to vital issues for the country, such as
military reform, improvements to the investment climate, amendments to
the Criminal Code and the law on the
Public Prosecutor’s Office, urgent measures in support of small and
medium-sized business, its protection from
bureaucracy’s arbitrary rule, consolidation of the local government base
and termination of pressure on
independent mass media.

Grigory Yavlinsky says that Russia welcomes the advancement of the
European Union to its borders
The leader of the Yabloko Association Grigory Yavlinsky said that Russia has
nothing against the expansion of the European Union and even welcomes the
advancement of the European Union to its borders. Moreover, Moscow is
ready to effective cooperation with the EU, for example, regarding Kaliningrad.
This was clearly stated in the Memorandum disseminated by Yavlinsky to the
Tripartite Commission conference in London (a non-governmental forum uniting
famous politicians and businessmen) on March 11, 2001.

Grigory Yavlinsky: Russia may be left on the roadside
“To establish an effective anti-missile "umbrella" over Europe, radars should
therefore be deployed on almost half of Russia's territory,” said the leader of

The draft law of the Yabloko faction raising wages for budget workers
was adopted by the State Duma at its second reading
On March 7, 2001, the State Duma adopted at its second reading a draft
law developed by the Yabloko faction to raise the wages of budget
workers (beginning with the 12th grade of the Single Tariff Grid) to the subsistence minimum. Yabloko stresses that
this covers the bulk of workers in the education, health care and
culture sectors.

The Maritime Territory branch of Yabloko pickets building of the
regional Public Prosecutor's Office in Vladivostok
The action began on Monday March 5, 2001, at 12 a.m., local time (05:00 Moscow
Time). The participants of the picket demanded the resignations of the Public
Prosecutor of the Territory Valeri Vasilenko and chairman of the state television and
radio company "Vladivostok", Valeri Bakshin, and made speeches in support of the
NTV television company.

An action in support of NTV has begun in Altai Territory
According to information from the head-quarters of the Yabloko branch in Altai
Territory, the action "Let us Protect NTV", declared by the Central Council of the
party will be held throughout Russia under the slogan "NTV is our Right to
Information".
