Memorandum on cooperation between the Administration of Tomsk Region and the Yabloko faction of the State Duma of the Federal Assembly of the Russian Federation

The parties, represented by the Administration of Tomsk Region and the Yabloko faction of the State Duma of the Federal Assembly of the Russian Federation, pointing to considerable potential for mutually advantageous cooperation and strategic partnership in the socio-economic and political fields have concluded the present Memorandum on the following:

The parties have agreed to cooperate on the formation of inter-budgetary relations and adoption of the budget of the RF for the next year with due account of the interests of Tomsk region.


Yabloko and the Tomsk region signed a cooperation agreement

First, the formation of inter-budgetary relations during the formation of the budget of the Russian Federation for the next year with regard to the interests of Tomsk Region. During the parliamentary elections of 1999 Yabloko obtained more votes in Tomsk Region than on average in Russia as a whole. Therefore, according to Yavlinsky, the members of the Yabloko party consider it an honour to work on the budget of Tomsk Region and undertake to do all they can to ensure greatest possible representation of the interests of Tomsk Region in the state budget.

Certainly, when prices have skyrocketed 20 times, it begins to become difficult to continue the reform programme, but this is nothing strange. This is not very strange, and there were no rallies. The last congress did not talk about impeachment. So be cautious, you are the President and the people are behind you. Don't go away, maybe that path would be more difficult or less difficult. Yabloko initiates the audit of the use of multibillion state credits

On March 14, 2001, the State Duma, on the initiative of Alexander Shishlov, member of the Yabloko faction, instructed the Audit Chamber of the RF to conduct an audit of the efficiency and viability of spending in 2000 and the first quarter of 2001 of credits (loans)obtained in accordance with the Programme of the State Foreign Loans of the RF for 2000-2001.

The position of the faction over the resignation of the Cabinet depends on readiness of the Cabinet to undertake definite steps in support of Yabloko’s proposals. These proposals refer to vital issues for the country, such as military reform, improvements to the investment climate, amendments to the Criminal Code and the law on the Public Prosecutor’s Office, urgent measures in support of small and medium-sized business, its protection from bureaucracy’s arbitrary rule, consolidation of the local government base and termination of pressure on independent mass media.
