On April 26 the State Duma rejected the resolution
prepared by the Yabloko faction on the negotiations
of the RF Government with the London Club on restructuring

2 abstained.

received an award from the Liberal Institution of
the Czech Republic "For contributing to the dissemination

The issue of proposing a single democratic candidate
for the gubernatorial elections in St Petersburg has
been resolved.
Deputy of the State Duma and a candidate for the

Yabloko faction)made this statement at the opening
of his reception office on April 25, 2000.
Sergei
Stepashin does not believe that his Deputy in the
Audit Chamber of the Russian Federation Yuri Boldyrev
should be running for governor in St Petersburg
The Chairman of the Audit Chamber of the RF and former
Deputy of the State Duma from the Yabloko faction,
Sergei Stepashin, does not approve the decision of
his deputy in the Audit Chamber of the Russian Federation,
Yuri Boldyrev, to run for the post of governor in
St Petersburg.

The Russia Journal Vol.3, No.15April 24-30, 2000,
Sergei Ivanenko is coordinator of the Yabloko faction
in the State Duma and right-hand-man to the party's
leader, Grigory Yavlinsky.
Ivanenko was a member of the Russian delegation
at the recent Council of Europe session that voted
to suspend Russia’s membership, but unlike the majority
of the delegation, he did not protest the council’s
decision. A subsequent resolution passed by the State
Duma lower house of parliament confirmed the delegation's
majority stance.
Sergei Ivanenko told The Russia Journal about the
Yabloko faction’s position on this issue, the faction’s
plans and his personal views on Russian politics.
RJ: As one of the leaders of the Russian delegation
to the Council of Europe Parliamentary Assembly, how
do you view the Duma’s statement?
Yabloko's
candidate for the post of Governor of St Petersburg
Igor Artemyev believes that there will be two rounds
of the elections
Yabloko's candidate for the post of the Governor
of St Petersburg Igor Artemyev expressed his conviction
that due to a union of the democratic forces there
will be two rounds in the elections.
Igor Artemyev said that at the beginning of May
the name of a single candidate from the democratic
forces for the post of Governor of St Petersburg would
be announced. He thinks that the union of the democrats
is a "necessary and a sufficient condition" for the
holding of second round in the election and determination
of the victor.
"It became necessary to determine a single status for
participants in military operations, both in the Great
Patriotic War and other wars and operations a long time
ago," said Alexei Arbatov (Yabloko), Deputy Chairman
of the Committee for Defence of the state Duma and one
of the authors of the new law.

Yabloko
calls on democrats to unite
“The process of creating a democratic union has become
an urgent need”, said Grigory Yavlinsky at a meeting
of the Central Council of the Yabloko association
on April 22, 2000. “We are persistent people: if we
take up a task, we endeavour to accomplish it, especially
now, when there is no clarity in the policies of the
authorities.”

Yabloko
and SPS begin working together
The leader of Yabloko Grigory Yavlinsky assessed
the joint meeting of the two Duma factions – Yabloko
and the SPS – “as a good beginning in the creation
of a democratic coalition”.
On April 19 the Yabloko and the SPS factions conducted
their first joint meeting, where they discussed the
issues of a single candidate at the gubernatorial
elections in St Petersburg and the formation of a
coordination council on legislation of the Yabloko
and the SPS factions.
The
State Duma appointed Sergei Stepashin Chairman of
the Audit Chamber
On April 19, 2000, the State Duma appointed one of
the leaders of the Yabloko faction and Chairman for
the Anti-Corruption Committee, Sergei Stepashin, as
Chairman of the Audit Chamber.
This decision was approved by 309 deputies of the
Duma: 29 deputies voted against and 10 abstained.
At the same time the State Duma released Khachim Karmokov
from the post of the Chairman of the Audit Chamber,
as his term had expired.

taken by the end of this week
The decision on whether to propose a single democratic
candidate at gubernatorial elections in St Petersburg
may be made by the end of this week. Yabloko's gubernatorial
candidate, Igor Artemyev, made this statement at a
press conference on April 17, 2000.
Sergei
Ivanenko: Joint meeting of the Yabloko and SPS factions
will be another step forwards to the creation of a
democratic coalition
On April 19, 2000 the Yabloko and SPS faction will
conduct a joint meeting.
"This meeting will mark another step forward in
the creation of a democratic coalition," said Sergei
Ivanenko, Deputy Head of the Yabloko faction.

that the Chairman of the Political Council of the

Treaty
In autumn 1994 when the State Duma began debating
ratification of the START II Treaty, the Yabloko faction
decided to support ratification and has not changed
its position since then.
Yabloko's
candidate for Governor of St Petersburg, Igor Artemyev,

On March 13 2000 the Chairman of the Political Council
of the St Petersburg branch of Yabloko and candidate

Unknown individuals carried out an anti-Semite
protest in Pskov at night on April 6, 2000.
According to the head of the Pskov regional division
of the Yabloko party Lev Schlosberg, tins with colours
were smashed over the wall by the entrance to the
building of Pskov Free University, inscribed with
black graffiti "Death to the Jews!" and "Kill Schlosberg!"
