The choice of enterprises for the information network should be based on the initial groups and effected by the following scheme:

- the list of enterprises with the highest staffing levels should act as the basis;

- one enterprise with the biggest staffing level in the district is chosen from each district;

- enterprises included in the above two lists are chosen for their ability to adapt to new conditions; we should add here enterprises which reflect the specified characteristics most fully;

- this is used to compile a general list of enterprises included in the information network.

Experience indicates that if the typical features of enterprises are chosen correctly by the specified characteristic (in this case the redundancy process), many of them are included in all initial groups. This increases the representation of the network and means that it can be used to analyse employment and other problems, in particular, study of social infrastructural conversion and the transformation of state enterprises into joint stock companies, etc.
