OSSI Consumers
Information supplied on the basis of the
Operational System
of Social Indices is designed above all to help the local
authorities to establish a system of operational guidance
of
social processes in the region. It is also very important
for analysts who are working on problems of regional
development as a whole, and consequently for regional social
policy.
Depending on the level of social tendions
in the region,
materials, or some of them, can be published regularly in
the local press, accompanied by obligatory commentaries.
If
this system is used sensibly, it will demonstrate
effectively the degree of meticulousness paid by the
authorities to the problems of the region's population,
their effectiveness in resolving acute problems, the
consistency of their policy towards different population
sections, the broad range of actions taken in this sphere
and their differentiation depending on social groups and
sections.
In the current social and political situation
in the region,
the correct use of OSSI materials might become an object
of
common interest to different parties and public
organisations. It would seem reasonable to supply them with
these materials prior to their publication in the press.
Stages in the System's
Development
I. Choice of priority spheres.
II. Determination of the system of social
indices.
III. Development of an operational system
of social indices
for the region. Determination of critical points for the
region.
IV. Application of the system at a regional
level.
Determination of critical points for districts.
V. Development of information presentation. In terms of
essence, form and money, it is best to present information
in tables, as they provide the clearest indication of the
dynamics of changes.
Technical Provision
The OSSI should be incorporated in the common
programme to
develop an information bureau. (Developed separately.)
