New Integration as a Basis for Economic Reforms.

The given statement should not be interpreted as "the reforms will begin only after a new state is created".

First, the "reforms" are developing or will be developing from below (and in these terms, to be precise, it is not the "reforming of Russia", but the "creating of Russia").

Second, attempts to effect reforms from the centre will not cease, and this is correct. It should simply be understood that they will inevitably have a limited significance, as only that which is successfully managed is successfully reformed.

How can we reach the indicated goals? What should be the preconditions and conditions for moving in the indicated direction?
