1.3. THE GOALS.

The safety in the given context should be understood in a broader sense. We should bear in mind that creation of a new whole does not suppose forced disruption of Russia's centralized structures, which would highly destabilize the situation.

The central authorities ensure security against threats from abroad, and continue to ensure the security within the country. Federal departments have at their disposal the most highly qualified bureaucracy in the country. Evidently certain people may be dissatisfied with it, but it's all we have.

The task is to preserve the central power and to point out its principally new responsibilities and create a system of restrictions and counteractions in which the Russian territories and the federal authorities themselves would strictly obey the laws.

The new federal power should safeguard the principles that balance the interests of the Russian territories. These principles are only to be worked out.

The central authorities should realize this task and adapt to it accordingly. Otherwise (in the case of mere upholding of one's own privileges) it will result in the inevitable and irreversible disintegration of Russia.
