The new integration should be based on reasonable grounds and should be advantageous for the regions from the economic, political and "cultural" (for republics and national districts) points of view, it should be not only "free from chaos" (though it should include that), but "freedom for joint creation", in other words, to have a developed basis which will be accepted by the regions. "Reasonableness" is understood here in terms of creating such preconditions which would activate the entrepreneurial circles interested in the integration, power structure (both federal and local), political parties and public movements. In some cases some of Russia's regions should also be regarded as such interested forces. The main condition here is that...
