Biography

Born on May 20, 1963.

Higher education - in 1985 graduated from Moscow Lenin State Pedagogical University.

 

1986-1987 - methodologist, dispatcher of Moscow City Excursions Bureau.

 

Since 1987 - participated in informal movement.

 

1988-1989 - one of the founders and authors of the independent newspaper "Khronograph" (Chronograph)

 

1988-1990 - sociologist of the research cooperative "Perspectiva" (Perspective) of the Soviet-American Union Investment Corporation Joint Venture.

 

1990-1993 - post-graduate course at the Institute of Sociology of the Russian Academy of Science.

 

1992 - graduated from Higher Sociology Courses.

 

Since 1990 - Deputy Head of the International Institute of Humanitarian and Political Research.

 

In 1993 participated in the creation of the electoral bloc "Yavlinsky-Boldyrev-Lukin".

 

In 1993-1995 member of the State Duma Committee for the Affairs of the Commonwealth of Independent States and Relations with Compatriots.

 

Since 1995 to the present - Deputy Chairman of the Duma Committee on Local Self-Government. Professional activities: problems of state-building, local self-government, state and municipal finance, housing and communal sector and nuclear security.

 

Candidate of political science. Dissertation paper: ?Political Analysis of Federative Relations in Russia. Academic publications in Russian and foreign journals on sociology, political science and geopolitics.

 

Work on draft laws in the State Duma

 

Developer of the laws "On the Financial Basis of Local Self-Government in the RF";

 

jointly with deputy S.A. Popov : "On the Provision of the Constitutional Rights of the Citizens of the Russian Federation to Elect and Be Elected to Local Self-Government Bodies";

 

jointly with other deputies: "On General Principles of Organisation of Local Self-Government in the RF", "On General Principles of Organisation of the State Authorities in the Subjects of the RF", "On the Government of the RF", "On Basic Guarantees of Suffrage of the Citizens of the RF", "On Political Parties", "On Differentiation of Property on Land in the RF".

 

All the laws were signed by the President and have come into force.

 

Participates in the development of draft laws "On the State Standards of Secondary Education in the RF", "On the Basis of the Municipal Order", as well as a number of amendments to laws aimed at protecting the housing and social rights of citizens during implementation of housing and communal reform, consolidation of public control at elections, consolidation of the financial base of local self-government and opposition to imports of nuclear waste into Russia.

since November 2000 Ideology Secretary of the Yabloko Association .

 

At the 10th Congress of Yabloko elected Deputy Chairman of the Russian Democratic Party YABLOKO.
