On September 15, 2000, the State Duma of the RF
declined the proposal of the group of deputies – representatives
of the SPS, Yabloko, “Fatherland – All Russia” (OVR)
faction and the “Regions of Russia” group – to establish
an independent parliamentary enquiry to investigate
the accident involving the “Kursk” submarine in the
Most of the deputies (362 votes) back the proposal
requesting that the President of Russia include representatives
of the State Duma in the government commission and
grant it the status of a state commission. The
draft of this resolution was prepared by the Defence
Committee of the State Duma.
At the same time, Deputy Head of the Yabloko faction
Sergei Ivanenko, one of the initiators of the idea
of a parliamentary enquiry, expressed doubts that
the work of deputies as members of the government
commission would be effective. He thinks that it is
impossible to believe that the analysis of this commission
would be “honest and objective”.
Ivanenko also stressed that the truth can only obtained
through the establishment of an independent parliamentary
commission, which would duly inform people. Only such
a commission could perform a complex analysis of the
situation to avoid “quite possible repetitions (of
such tragedies) in the future”.
However, most deputy associations of the Duma supported
the initiative of the Defence Committee of the Duma.
Deputy Prime Minister and Head of the governmental
commission established to investigate the accident
with the “Kursk”, Ilya Khlebanov, in turn agreed with
the opinion of the co-ordinator of the CPRF faction
Sergei Reshulsky over the names of the Duma representatives
for the government commission.
The Duma adopted the text of the resolution of the
Defence Committee for the basis of its decision to
work out the details with the deputies to be included
in the government commission, and the final decision
will be adopted at the next meeting of the Duma.
