Born on November 27, 1961 in Leningrad.
In 1978 was admitted to Leningrad
State University, Biology and Soil Faculty.
On graduation from the University
in 1983 was admitted to the Post-Graduate Course with
the Chair for Anatomy and Physiology of the Gertsen
Leningrad State Pedagogical University. At the age
of 26 became candidate of sciences. Since 1986 has
worked as the Assistant at the Chair. In 1990 was
elected
SeniorLecturer of the Chair. Author
of 43 articles and patents.
In March 1990, with the support of
the public movement "Democratic Elections -90",
was elected deputy to Leningrad Council (Petrosoviet),
where he headed the first permanent commission for
ecology and communal economy in the city’s history.
At the Petrosoviet Igor Artemyev was elected first
member of the Presidium and then member of the Minor
Council.
In 1994 Igor Artemyev was elected
to the Legislative Assembly of St.Petersburg from
"The Favourite City" association. Until
July 1996 headed the Coordination Group for the Budget
and Finance, combining this work with implementaiton
of his duties as Chairman of the permanent commission
for the municipal economy. Author of many of St. Petersburg’s
laws on electoral legislation, the budget process,
taxation, credit policy and tax concessions, municipal
economy financing and ecology.
In June 1996 after Vladimir Yakovlev
was elected Governor of St.Petersburg, Igor Artemyev
was appointed First Deputy Prime Minister of St. Petersburg
and Chairman of the Finance Committee of the City
Administration.
In January 1999 Igor Artemyev resigned
from the post in accordance with the decision of the
Regional Party of the Center - Yabloko conference
to dissolve the political union with Governor Yakovlev.
In February 1999 Igor Artemyev was elected Chairman
of the Political Council of the Regional Party of
the Center - Yabloko.
Igor Artemyev headed the development
of the alternative draft budget of Russiaf or 2000.
On October 30, 1999 he was proposed as candidate for
the post of governor of St.Petersburg at pre-term
gubernatorial elections in
December 1999. Came second with 14.68%
of votes. Developed a programme "Steps To The
Future".
On December 19, 1999 was elected deputy
of the State Duma of the third convocation from Yabloko's
federal list (No 6). Deputy Chairman of the Yabloko
faction. Deputy Chairman of the State Duma Committee
for Credit Institutions and Financial Markets.
March 12, 2004. Appointed
head of the new Federal Anti-Monopoly Service on Wednesday.
