Mayor Sobyanin supports YABLOKO’s proposals

Moscow Mayor Sobyanin partially supported
the proposals made by YABLOKO’s leader Sergei Mitrokhin
to delegate municipal assemblies the right to coordinate
some issues of urban planning.
On April 22, Moscow hosted the Municipal
Deputies Forum which supported Sergei Mitrokhin’s
draft law on introducing amendments into the law "On
the organization of local self-government in Moscow."
Speaking today at the Congress of
the Moscow Municipalities Councils Sergei Sobyanin
proposed to expand the powers of urban municipalities
relating to construction of new facilities.

assemblies the right to coordinate construction of
facilities that have to serve the needs of the residents

Ombudsman
Lukin succeeded in getting a ban from the Constitutional
Court on the proportional system for local elections

The Constitutional Court of the Russian
Federation ruled that the laws for the use of a proportional
electoral system for municipal elections in small
rural communities do not comply with the Constitution
of the Russian Federation. The Constitutional Court
issued such a decision after receiving a complaint
from Vladimir Lukin, Russia’s Ombudsman and
one of the founders of the YABLOKO party. Lukin applied
to the Constitutional Court in defence of two residents
of the Chelyabinsk region, who were taking part in
the elections to the municipal council of their rural
settlement. The Electoral Commission
refused to register these independent candidates referring
to the proportional system (party lists only) set
for this settlement in the region...

YABLOKO
and administration of Volgograd signed a cooperation
agreement

Following Sergei Mitrokhin’s
visit to Volgograd in October 2010, the Volgograd
regional branch of YABLOKO and administration of Volgograd
signed a cooperation agreement. The
goal of the joint work is “development of civil
initiatives for efficient socio-economic and socio-political
development of Volgograd, raising of the role of non-parliamentary
political parties in the functioning of local self-government
bodies”.
The parties of the agreement will
joint their efforts in drawing public attention and
involving of the population of the city to the solution
of the environmental problems, as well as ecological
education, development of programmes for improvement
of public territories, protection of environment,
development of the city infrastructure and mass involvement
of the citizens in planting trees in the city parks,
gardens and streets...
