Moscow Mayor Sobyanin partially supported the proposals made
by YABLOKO’s leader Sergei Mitrokhin to delegate municipal
assemblies the right to coordinate some issues of urban planning.
On April 22, Moscow hosted the Municipal Deputies Forum which
supported Sergei Mitrokhin’s draft law on introducing amendments
into the law "On the organization of local self-government
in Moscow."
Speaking today at the Congress of the Moscow Municipalities
Councils Sergei Sobyanin proposed to expand the powers of
urban municipalities relating to construction of new facilities.
"I propose to grant the municipal assemblies the right
to coordinate construction of facilities that have to serve
the needs of the residents of specific areas," said the
Mayor.
Sobyanin also clarified that the list of such facilities
will include convenience stores, markets, points of public
services, repair shops, pharmacies, children’s centres, sports
facilities and other objects totaling 1.5 thousand square
meters of space.
The list will also include “garages, and facilities for religious
purposes, regardless of the sizes of such buildings,"
he said.
However, Mitrokhin’s draft law envisaged greater rights for
local self-government bodies in the field of urban policy,
in particular, the draft enabled them to approve the General
Plan of Moscow Development, the rules of land use and development
projects in the residential areas, etc.
“Infill construction normally implies construction of commercial
housing rather than construction of social objects for the
area, and the Mayor of Moscow is not willing to negotiate
it with the municipalities,” Mitrokhin said.
“I am glad that Sobyanin responded to our initiative, which
was supported by the Municipal Deputies Forum, however, I
believe that this is not enough. The proxies of municipal
assemblies must be raised at least to the level of proxies
local self-governments of new Moscow territories are enjoying
at present,” Mitrokhin said.
