III BUDGET-INSURED HEALTH SERVICE
Advancing money to general-profile establishments

then payment according to the number of patients and their
illnesses. Work with enterprises on inducing them to adopt
voluntary and obligatory insurance. Specialized and social
significant services are financed from the budget (3-6
months)
Specialized services are financed from the
budget. In the
case of development of obligatory and voluntary insured
medicine, the gradual departure from budget financing of
multi-profile hospitals (2-5 years)
Change in the property forms right up to
jointstock and
private establishments which successively passed through
the
first two stages. The network of rural district hospitals
is
guaranteed financing from the budget (up to 8 years)
The population's demand for medical services
is satisfied by
the network of medical establishments of various forms of
ownership. A mechanism is set in place for interaction
between them.
