1. Creation of a permanent enterprise-based information network for analysis and forecasting of the process of dismissal of employees

II. ADJUSTMENT OF THE MONETARY INCOMES OF THE OBLAST POPULATION

Preparation of the basis of the method. Refinement of the method of estimation of the consumer price index, of the subsistence minimum, and of statistics on the population's incomes (1-3 months)

Formation of a legislative base, including decisions by the local authorities. Preparation of a system of income declaration by the population (3 months)

Technical preparation for adjustment in monetary incomes. Computerization of the recalculation of monetary incomes (6- 10 months)

Provision of resources. Auditing of sources of social financing. Formation of reserves (quarterly)

1. Preservation of the real content of monetary incomes.

2. Preparation of cardinal reform of the monetary incomes of the population.

3. Support for a minimum standard of living for the most vulnerable population groups.

1. Adaptation of the financial system to inflation.

2. Support for social stability in the oblast.

3. Enterprises' preparation for transfer to jointstock, and the ensurance of their high financial stability by transferring the social infrastructure directly to the consumers.

III BUDGET-INSURED HEALTH SERVICE

Advancing money to general-profile establishments (1 month), then payment according to the number of patients and their illnesses. Work with enterprises on inducing them to adopt voluntary and obligatory insurance. Specialized and social significant services are financed from the budget (3-6 months)

Specialized services are financed from the budget. In the case of development of obligatory and voluntary insured medicine, the gradual departure from budget financing of multi-profile hospitals (2-5 years)

Change in the property forms right up to jointstock and private establishments which successively passed through the first two stages. The network of rural district hospitals is guaranteed financing from the budget (up to 8 years)

The population's demand for medical services is satisfied by the network of medical establishments of various forms of ownership. A mechanism is set in place for interaction between them.

1. Gradual transfer from state-funded medicine to various other forms.

2. Closer ties between the structure and quality of health services, and the oblast population's requirements for them.

3. A new system of financing the oblast's health system.

1. Regulation of the oblast financial system, and expansion of the possibilities for manipulating with financial funds

2. Formation of a social infrastructure for the oblast.

IV. NON-GOVERNMENTAL INSURANCE PENSION FUND

1) Organizational and preparatory period to set up the fund. Local government decision-making (up to 3 months).

2) Attracting the administration of enterprises and organizations with various forms of property, and state and commercial banks to participate in setting up the fund. (1-2 months).

3) Various forms of educational work with population aimed at providing information about the tasks and perspectives of insurance pension (systematic).

4) Expanding insurance and investment activity, and development of the pension fund services (in the course of development).

1. Greater opportunities for guaranteeing the standard of living in future, independent from the state system of pension provision.

2. Providing additional social services.

3. Method of accumulation of the population's funds and protection of them against inflation.

1. Attracting resources for investment activity in the region.

2. One of the forms of adaptation of the regional financial system.

V. OPERATIONAL SYSTEM OF SOCIAL INDICATORS (OSSI)

1) Methodical preparation of the system: inventory of statistical and other sources of information. Selection of priorities for operational analysis of the standard of living. Selection of a system of social indicators. (1 month).

2) Improvement of the system of social indicators at the oblast level. Establishing critical points. Preparation of analytical information about the situation over one week. Specifying the system of social indicators. Testing of measures of local government reaction (3 months).

3) Testing of the deployment of the OSSI at the district level.

Specification of the indicators system, sources of information, methods of collecting and processing information. Technical preparation at the oblast and district levels. Testing of operational reaction measures (5 months).

4) Launching of the system at the district level.

Setting up of a special analytical service. Improvement of the set of mechanisms of the operational management social security system in the region.

Formation of a system of reserves.

1. Operational estimation of the current situation in the social sphere.

2. Establishing critical tendencies in districts, and

population groups in the region.

3. Making short-term forecasts.

4. Setting operational social policy in the oblast. Preventing crisis situations.

1. Providing social stability.

2. Increasing the efficiency of financial resources used for social protection.
