4.2.6. PROGRAMME FOR EDUCATION IN THE HUMANITIES

An international project has been elaborated for the promotion of education in the humanities, financed jointly by the Nizhni Novgorod administration and the Soros Foundation committee for education in the humanities. The project consists in the following:

1. Principal directions of collaboration:

- modification of the subject matter of education in the humanities;

- preparation and publication of teaching materials;

- staff training and retraining;

- improvement of the material and technical base of education.

2. In the sphere of education in the humanities:

- elaboration of a new system of education in the humanities at schools;

- development and introduction of a course in the fundamentals of human rights;

- research aimed at including elements of ecology into all humanities disciplines;

- translation and publication of textbooks widely used in world teaching practice, and dictionaries and teaching materials on history, political science, and fundamentals of human rights;

- introduction of alternative textbooks and curricula, including of various complexity, in teaching practice at schools;

- creation of an information database of new teaching technologies;

- creation of a computer database for information networks and programmes aimed at carrying out the teaching process.

3. In the sphere of economics education:

- development of consistent school curricula on economics; development of new integrated textbooks and syllabuses;

- development of a foreign language curriculum with special reference to the economic lexicon and terminology.

4. Staff training and retraining.

On the basis of the Nizhni Novgorod Oblast Teacher Retraining Institute:

- in the 1992-93 academic year, to organize courses on psychology, religious studies, economics, management, political science, world history, fundamentals of human rights, and ecological education.

- establishment of a seminar to be regularly held on the problems of education in the humanities;

- preparation of a package of documents on evaluation of the qualifications of managers in education;

- establishment of an exchange programme for Russian teachers and organization of teaching practice for foreign teachers at experimental schools;

- provision of paid sabbaticals for teachers developing a new education system;

- provision of printing resources to publish teaching materials.

5. Project stages.

August-September 1992 - establishment of working groups.

In the 1992-93 academic year the implementation of the programme in 10 specially selected schools will be started:

- Nizhni Novgorod: schools No. 13,53,91; the pedagogical specialized secondary school; the technical lyceum;

- Nizhni Novgorod oblast: the Iljinskaja school of Gorodetsky district, the Lindoskaja school of Borsk district, school No. 38 in Dzerzhinsk; the lyceum in Semjonov; and the teaching and research centre in Arzamas.

In the 1993-94 academic year, two districts are taking part in the experiment (the Sovietsky district of Nizhni Novgorod and the Dzerzhinskij district in the oblast).

In 1994-95, the experiment will be implemented throughout the region.

Approximately 250 mln roubles will be necessary for the implementation of the programme at the initial stage in the 1992-93 academic year.
