The plan is introduced into effect upon
instructions by the
local authorities on the creation of a state property
protection service:
1. To grant the internal affairs and security
agencies the
right to engage in commercial activity via the signing of
appropriate agreements.
2. To draft Regulations on the commercial
activity of internal
affairs and security agencies, providing for the formation,
in
stages, of corresponding subdivisions.
