If realization of the problem in the theory and its understanding by a "thinking community" remained unattained, then practice was advancing only with unsteady steps. But as this movement was devoid of theoretical interpretation, then it is impossible to say whether it was a forward or a backward movement, as here we require accurate criteria.

Thus, it happened such that the country named "the Russian Federation" has several presidents; 3 federative treaties, each of them signed by "the Russian Federation"; a contradictory constitution; and the problems of Tatarstan and Chechnya, which the "federal" authorities do not know how to handle (at least no noticeable steps have been taken).

From our point of view, political disintegration of Russia in its present form is regressive motion. Proceeding from the understanding of the above notions of "freedom" and "self-definition", we would formulate the following targets for the national policy.

- TO ACHIEVE A NEW INTEGRATION OF RUSSIAN TERRITORIES, AND TO LAY A NEW FOUNDATION FOR INTEGRATION OF CERTAIN OF THE FORMER SOVIET REPUBLICS.
