Army Should Be Put Under Civil Control

Representatives from the Russian Democratic Party YABLOKO jointly with the Interregional Organisation "Officers for the Military Reform" addressed representatives from the public with a proposal for cooperation. Both the organisations think that the lack of civil control over the actions of the Defence Ministry represents one of the underlying reasons for the deteriorating welfare of the military and combat efficiency of the army. According to Deputy Head of the YABLOKO faction Alexei Arbatov, some tacit agreement has developed between the military departments, the executive and to a large extent the legislative authorities. The government and legislative authorities provide insufficient resources to meet national defence requirements, amounting to no more than 2.7% of GDP, but in exchange they do not interfere in the affairs of the military and how they distribute these funds.

The development of the concepts and definite proposals and draft laws for the formation of the institutions of the civil and parliamentary control over the state’s military resources aims to break this vicious circle. In particular, programmes will developed for armaments and reform of the military-industrial complex, the principles governing formation of the troops, social protection of the military and the provision of housing.
