RESOLUTION
On the results of the Conference Migration: International
Experience and Russias Problems conducted by the Russian
United Democratic Party YABLOKO and the Alliance of Liberals
and Democrats for Europe (the ALDE party)
Moscow, April 6, 2013
The Russian participants of the conference representatives
of the Russian United Democratic Party YABLOKO basing on
the discussions of the conference state the following:
Migration represents a natural development in the globalised
world of the 21st century. However, the threat is represented
by systemic problems in the states the shadow economy and
corruption, lack of the rule of law, encouragement of nationalistic
moods and violation of human rights, - rather than migration
in itself.
We are certain the problems related to migration can be resolved
in compliance with international conventions, proceeding from
such principles as human rights, tolerance, respect for the
individual, responsibility, free and fair competition and
secularism.
We believe that in the short term Russia must ratify Convention
No 143 of the International Labour Organisation On Migrations
in Abusive Conditions and the Promotion of Equality of Opportunity
and Treatment of Migrant Workers (Geneva, June 24, 1975)
and International Convention On the Protection of the Rights
of All Migrant Workers and Members of Their Families (New
York, December 18, 1990).
In addition to creation of basic conditions - development
of a social market economy and systemic fight against corruption,
creation of a law-governed state and protection of human rights
we see the following ways of solution of migration related
problems:
Concluding of international treaties on mutual legal assistance
in the field of migrants labour relations;
Creating conditions for reduction of illegal immigration;
Provision of a legislative framework for the status and
rights of migrants. Migrant workers should enjoy the same
rights in employment and remuneration for their labour, as
applies to nationals of the host state;
Introduction of legal provisions prohibiting the employer
to hire workers without concluding health insurance contracts
with them, regardless of their qualification;
Introduction of legal provisions ensuring minimum social
welfare for migrant workers;
Guarantees of fair pension provision for migrants, introduction
of mandatory pension insurance based on co-financing at mutual
obligations as regards provisions of pensions in the migrants
donor and the host countries;
Mass-scale construction of affordable housing and temporary
housing for migrant workers, development of under-populated
areas and attracting labor force there.
Development of mechanisms for integration, linguistic, cultural
and social adaptation of migrants, including language courses
in the donor countries;
Creation of conditions for elimination of discrimination
of migrants as of their nationality and ethnic origin, including
special educational programmes providing general knowledge
on the culture of the donor countries;
Development of programmes for training and retraining of
migrants;
Toughening of employers responsibility for violation of
labour laws in hiring migrants;
Development of simplified forms for legal employment of
labour migrants, abolishing of quotas on skilled labour;
Fight against corruption associated with illegal migration,
creation of a legal framework in the field of migration, promotion
of international practices of fight against shadow income
from the use of slaves and human trafficking;
Regulation and control over the law enforcement for the
protection of migrants' rights;
Raising the role of non-governmental organisations working
with migrants, especially in the field of information and
legal support;
Facilitation of family reunification, encouraging promotion
of employment programmes for family members of labour migrants,
their adaptation and integration;
Enhancing the role of gender-sensitive migration policies
and protection of the rights of women and children;
Development of inter-ethnic, inter-cultural, inter-religious,
inter-party and other forms of dialogue extending to the level
of ordinary people, not merely the elite leaders club.
Establishment of a special government agency specializing
in the protection of migrants' rights, for example, under
Commissioner for Human Rights.
Migration amnesty - granting of citizenship and related
benefits to the compatriots returning to Russia.
Introduction into the school curricula of special courses
on the culture and history of the peoples represented by migrants.
The YABLOKO party considers all the developed aforementioned
proposals be programme goals of the party and will seek realisation
of these proposals. We are urging all those sharing our values
to engage in their implementation.
