Moscow housing policy to be corrected

The Moscow government acknowledged YABLOKO’s criticism and withdrew from the agenda of the Moscow City Duma draft law “The Basis of the Housing Policy in Moscow”. Yesterday at a press conference Sergei Mitrokhin, leader of the YABLOKO party and its faction in the Moscow Duma, criticized the draft law for maintaining the provisions allowing for the state to impose its methods of management over condominiums and its prices and norms for communal services.

In particular, the draft law envisaged that payment for repairs should include the costs of capital repairs, that had to be set up by a condominium partnership.

“In the situation when we are witnessing a wave of creation of fake condominium partnerships in Moscow that the residents are often unaware of, this norm provides a possibility to make the residents pay for the capital repairs without their consent,” said Mitrokhin.

“The owners should pay for repairs, provided they know where the money goes and how it is spent,” Mitrokhin noted. “In addition this norm violates the Housing Code”, such price setting can be made only by the residents’ general meeting, he added.

Mitrokhin also said he was satisfied by the decision of the Moscow government to withdraw this issue from the agenda. “By autumn the Moscow government will have enough time to correct the project taking into account the interests of the citizens,” he said.
