Will Monopolies’ Tariffs Be Transparent?

Sergei Mitrokhin, the leader of the YABLOKO party and the Yabloko faction in the Moscow City Duma, submitted for examination of the Moscow City Duma a draft law obliging natural monopolies and companies on budget funding applying regulated tariffs and extra charges to disclose and publish in the Internet their financial information.

The draft federal law “On Introduction of Changes into Some Legislative Acts of the Russian Federation Targeted at Raising Transparency of the Economic Performance of Natural Monopolies and Other Organisations Functioning in the Areas with Reduced or Lacking Competition” is aiming at bringing such organisations under state and public control.

The draft law also proposes exemption of such entities from the list of organisations protected by the law “On Commercial Secrets”. In case the draft law is adopted, corresponding changes will be introduced into the following federal laws: “On Natural Monopolies”, “On the Electrical Energy Sector”, “On the Foundations for Regulation of Tariffs of the Communal Complex Companies” and the Budget Code of the RF.

According to Mitrokhin, the need in adoption of such a law is conditioned by the economic crisis, “when it is inadmissible that entities closed for public and state control get support from the federal budget when unjustifiably raising their tariffs”.

“This law will affect all who are lining their pockets today at the expense of taxpayers and consumers – from Gazprom to any regional company for heat or energy provision. Every citizen will be able to check what services he/she gets for his/her money,” said YABLOKO’s leader.

On Thursday, May 14, the draft law will discussed by the Public Council of YABLOKO – United Democrats faction. The meeting will take place in the Moscow City Duma (ground floor, the Old Building), at 4 p.m.
