The
meeting of the Russian Ombudsman Vladimir
Lukin with representatives of the initiative groups of the Muscovites
protesting against unlawful construction in the capital took place on June
9, 2004.
Deputy Head of the YABLOKO party Sergei Mitrokhin, over 30 representatives of the initiative groups of the Muscovites and Chairman of the Socio-Ecological Union Svyatoslav Zabelin and Chair of the Board of the International Confederation of the Consumers' Associations Alexander Auzan also participated in the meeting with the Ombudsman.
The problem of unlawful construction in Moscow has become even more acute. The goal of the meeting was to raise this problem to federal level and attract public and mass media attention to it. The Muscovites told the Ombudsman about specific cases of mass-scale violations of citizens' rights; the most widespread violations were: construction without due permits and corresponding documentation withoutthe required expertise, violation of sanitary and ecological norms and absence of any agreements of the plans with the residents of the area. During the meeting Vladimir Lukin supported the idea of creating a Coordination Committee of Mutual Assistance of the initiative groups of the residents of the city. Lukin also proposed a meeting between the Committee and the Mayor of Moscow Yuri Luzhkov. In addition Lukin assured the Muscovites that corresponding inquiries would be sent to the Moscow authorities on all the cases, and inquiries to Public Prosecutor General would be forwarded on the most serious violations. The meeting also decided to initiate a number of anti-monopoly trials and investigate glaring instances of collusion between construction companies and the authorities. According to the head of the Moscow branch of the YABLOKO party Alexei Navalny, "shortly the YBALOKO party together with other political and public organisations will help initiative groups create the Coordination Committee and organise their meeting with the Chairman of the Federal Antimonopoly Service Igor Artemyev.
