Biography

Born May 4, 1963, in Moscow. Completed school with distinction.

1980-1984 – student at the Plekhanov Institute of the National Economy, Moscow. Specialised in a planned economy, qualification – economist. Graduated with distinction.

1984-1985 – postgraduate student at the Institute of Economy of the USSR Academy of Sciences.

1985-1986 –military service.

1987-1988 – continued postgraduate studies. In 1989 defended thesis on the Effectiveness of Investments in Renewing the Fixed Assets of Industrial Enterprises. Issued with “Candidate of Economic Sciences” degree.

1988-1990 - researcher at the Institute of Economy of the USSR Academy of Sciences.

1989-1990 – expert in Planning and Budget Commission of the USSR Supreme Soviet.

1990 – member of the State Commission for Economic Reform of the Council of Ministers of the RSFSR. One of the drafters of “500 days” Programme.

1991–1993 – leading researcher, member of the Council of the Center for Economic and Political Research (EPIcenter); participated in the Center’s projects “Consent for a Chance” (Harvard, USA, 1991) and “Nizhny Novgorod” (1992).

28.12.1993-03.12.97 – Deputy of the State Duma of the first and second convocations. Head of the Committee for Budget, Taxes, Banks and Finances.

November 1997 – May 1999 – Minister of Finance of the Russian Federation.

From December 3, 1997 resigned as Deputy and left Yabloko.

May 25, 1999 –First Deputy Prime Minister of the Russian Federation.

May 28, 1999 dismissed from post of First Deputy Prime Minister.

May – October 1999 – Special Representative of the President of the Russian Federation in relations with international monetary institutions.

October –December 1999 – Special Counsellor of the President of the Saving Bank of the Russian Federation.

On December 19, 1999, elected Deputy of the State Duma of the third convocation at the 201 University election district, Moscow. Received 64,179 votes (20.16%). Member of Yabloko Faction. Member of the Committee for the Budget and Taxes of the State Duma. Head of the Sub-Committee for Monetary Policy.

Married, has a daughter born in 1983.

Another new element in the draft is a redistribution of a number of obligations between budgets of different levels. For instance, the federal center has taken upon itself all civil defense outlays, the upkeep of military commissariats, and care for the disabled. On the other hand, some responsibilities have been shifted onto the regions: maintenance of all kindergartens, vocational-technical schools, and some general-education schools - in all about 3,000 educational institutions that will need around 25 billion rubles in expenses.
