Biography

Born on May 15, 1948, Russian.

Graduated from Leningrad State University, Faculty of Mathematics and Mechanics and Faculty of Law.

From 1971 teacher at Leningrad Polytechnical Institute (present name - Technological University).

1974-1993 - assistant; senior professor, Leningrad State Technological University (renamed St. Petersburg State Technological University), Leningrad.

1990-1993 - Deputy of Leningrad City Council, Deputy Chairman of the Education and Teaching Commission.

1992-1993 - member of the permanent commission on local government, functioning of Soviets and state building; Deputy Chairman of the permanent commission for Education and Teaching of St. Petersburg City Council of People's Deputies, St. Petersburg.

1993-1994 - senior professor of the Mathematics Chair of St. Petersburg State Technological University, St. Petersburg.

1994-1995 - member of the board, barrister of the legal consulting bureau "Partnership of Barristers and Legal Consuls" of the International Bars' Board "St. Petersburg", St. Petersburg. Won a number of important cases (YABLOKO against the Central Electoral Commission, Scherbakov against Sobchak, etc.).

Since 1996 - member of the Executive Committee of Russian Bar Guild.

1994-1995 – Aide to a deputy of the Federation Council of the Federal Assembly of the Russian Federation, St. Petersburg.

Since 1995 - Deputy of the State Duma of the second convocation, member of the State Duma Legislation and Judicial Reform Committee.

On December 19, 1999, elected deputy of the State Duma of the third convocation from the South-Western District of St. Petersburg. Obtained 62, 690 votes (i.e. 24.82%).

Since 1993 - Member of the "Russian Party of the Centre - Yabloko" (RPC - Yabloko) and since 1997 member of the Political Council of the RPC - Yabloko. Since the formation of the YABLOKO Association - member of the Auditing Commission of YABLOKO.

 

Married, daughter and son.

YABLOKO is going to question in the Constitutional Court of the RF the lawfulness of the draft law on monetization of social benefits after this law comes into force

The authors of the draft law Tamara Pletnyova (the CPRF) and independent deputy Sergei Popov proposed providing the allowance to parents (those who adopt children, trustees and guardians) of a child under 18, provided the average per capita income in this family does not exceed the subsistence minimum.

The Duma has adopted a very interesting new law. Deputies have decided to severely regulate public meetings, marches and pickets. After carefully reading it, critics of the new legislation have concluded that the right to hold any mass meeting will now be in question.

We should note here that the present pension legislation excludes many periods from the labour term: the years of study in colleges and universities, military service, service in the police, years spent by a woman nursing a baby, time on unemployment benefit and some others.
