Born on November 6, 1947.
In 1973 graduated from the Plekhanov State Institute of the National
Economy (Moscow), majoring in finance and credit.
Since 1991 – leading researcher and member of the Board of the
Center for Economic and Political Research (EPIcenter). Participated
in most of EPIcenter’s projects.
On December 19, 1999 was elected (on the federal electoral district)
Deputy of the State Duma of the Federal Assembly of the Russian
Federation of the third convocation. Member of the Yabloko faction
Deputy Chairman of the Committee for Regulations and Organisation
of the Work of the State Duma.
