1. Regulations on open non-commercial tenders
have been
adopted. The particulars of such competitions include a
provision to tender commissions of the right to sell entities
of "small business" privatisation to bidders who
propose,
during the tenders, the best terms from the viewpoint of
the
seller. Unlike commercial tenders, here the bidder who proposes
a lower price, but also offers other terms which are more
advantageous (obligations to retain the enterprise profile,
maintain staffing levels, protect t
he ecological environment, etc.) may be deemed the winner.
2. A decision is taken on the obligations
for the oblast and
municipal property committees and funds to hold closed auctions
(tenders) for retail trade and public catering outlets and
services, as well as for the leasing of non-residential
premises, open to a restricted group of bidders. As a first
step, these may include special auctions for disabled
individuals. One should guarantee a low ratio of no more
than
two bidders per enterprise. The list of enterprises to be
put
up at special auctions (tenders) must be agreed upon with
the
organisations which represent the interests of the given
social
groups (for instance, a society for the blind, etc.). Their
recommendations must be kept in mind.
