4.1.2. "Free" Registration
(Self-Registration) of Private Enterprises

To stimulate the creation of private enterprises,
one should
adopt decisions, which provide additional rights to Certificate
holders. Resources (land allotments, premises, budget
allocations, etc.) should be set aside for the stimulation
of
civilised competition on the consumer market. Priorities
should
be designated, due to the limited resources available. The
top
priorities are:
- allocation (free of charge, or for a small
fee) of business
space in cities (or urban-type settlements) to registered
private entrepreneurs;
- allocation of premises for holding closed
leasing or sale
auctions (tenders) by registered private entrepreneurs;
- allotment of plots of land for agricultural
wholesale
markets; and
- allocation of budget funds (alternatively,
from the
Entrepreneur Protection Fund, and funds from associations
of
private entrepreneurs) to finance the new roles of the internal
affairs department (security ministry) as a protector of
private entrepreneu rship: additional surveillance, and
verification of commercial licenses.
