Mitrokhin explained to the Russian senators that the law on political parties is adopted in favour of the ruling party

YABLOKO leader Sergei Mitrokhin believes that the full restoration of the right to form electoral blocs will prevent deepening of the political crisis, which is boosted by mass-scale creation of new parties. He made such a statement at the meeting of the Federation Council Committee on Constitutional Legislation. On March 26 the Committee examined amendments to the new law on political parties.

Sergei Mitrokhin noted that simplification of the procedure for registration of political parties had been caused by the desire of the government to maintain their monopoly. "They realised that their monopoly could not be maintained with the help of reprisals and administrative restrictions. So they decided to do the opposite - let the new political emerge and multiply freely , Mitrokhin said. According to YABLOKO leader, "now each party will get its own political rival, except for the ruling party, which will not allow to create one more party of the same type."

YABLOKO leader expressed his confidence that a huge number of new political parties in the situation of ban on electoral blocs would disperse the electorate, biting off a significant percentage from the parliamentary parties. Consequently, a large part of the society would not be represented in the parliament being below the five per cent threashold. This would lead to further alienation of the government and the society, and can also lead to a major political crisis.

Mitrokhin also noted that creation of parties by neighboring regions or regions united by a common confession would lead to the disintegration of the country.

He said that the deficiencies of the law should be corrected by introducing amendments into other laws, first of all, by abolishing a ban on electoral blocs.

Valery Rashkin, deputy of the State Duma deputy from the Communist Party faction, urged the senators to veto the draft law. However, he could not answer the question why he and his faction had voted for the President's initiative in all the three readings.

Nevertheless, after discussing the possible risks of adoption of the draft law, five out of nine Committee members voted for its approval. However, this decision could not be considered adopted by the Committee, as such decision can be adopted only by a majority vote, and three senators were absent from the meeting.
