YABLOKO leader Sergei Mitrokhin said that not only officials
from district and city governments, but also officials from
the Krasnodar Territory Administration and Governor of the
Krasnodar Territory Alexander Tkachyov much be charged with
negligence in the case of a flood in Krymsk resulting in many
victims.
I am satisfied with the fact that a charge was brought against
the local authorities, but this is not enough. We have convincingly
shown that the regional authorities have failed to implement
their duties, however, none of the officials incurred the
responsibility. Why Governor Tkachyov guilty of criminal negligence
should remain in his post for another five years endangering
the population of his territory? Mitrokhin said.
Today the investigators have brought charges in negligence
resulting in the deaths of people during the flood in Krymsk
to four officials: B. Krutko, former head of the Krymsk district,
B. Ulanovsky, former Mayor of Krymsk, I.Ryabchenko, former
head of the town Nizhnebakansky and V/Zhdanov, acting head
of the department for prevention of emergencies in th Krymsk
district.
Immediately after the flood YABLOKOs experts analysed the
regulatory legal acts related to the prevention of emergency
situations in the Krasnodar Territory, and came to the conclusion
that the regional authorities had failed to fulfill the duties
assigned to them by law.
In particular, Governor Tkachyov did not delegate the control
over implementation of his own order "On the system of
alerting and informing the public about the emergencies"
to any of his deputies. The order was issued in 2005, and
the control over its implementation was entrusted to A. Ivanov,
however, there has been no such a Deputy Governor with such
a name for a long time.
In addition, for seven years the regional authorities allotted
no funding for creation of the system of alerting citizens
about emergencies. Financing "of measures for protection
of population s from emergency situations is carried out
from the regional budget. However, the official document (of
2005) containing the list of such measures simply did not
envisage creation of an alerting system. However, every year
the Order was amended and its action was prolonged.
