YABLOKO leader Sergei Mitrokhin handed to Sergei Naryshkin,
Chairman of the State Duma,
an amendment to the Housing Code which would guarantee voluntary
financing of capital repairs of blocks of flats by ordinary
citizens. The government had envisaged that the costs of the
capital repairs should lie exclusively on the people.
Also Mitrokhin personally handed to the Duma Speaker a file
with 1,000 signatures against introduction of mandatory payments
for capital repairs and in support of YABLOKOs amendment.
Other 11 files with 15,000 signatures from people from 36
Russian regions will be sent to the State Duma Mail Department
on Monday.
Residents from Moscow, St. Petersburg, Arkhangelsk, Astrakhan,
Vladimir, Volgograd, Vologda, Voronezh, Kemerovo, Kurgan,
Leningrad, Moscow, Murmansk, Novosibirsk, Rostov, Pskov, Samara,
Orenburg, Tambov, Tver, Tomsk, Tula, Ulyanovsk and Chelyabinsk
regions, the Stavropol Territory, Karachayevo-Cherkessia,
Kalmykia, Buryatia, Komi, Mari El, Bashkortostan, Udmurtia,
Mordovia, Chuvashia, Dagestan and Kabardino-Balkaria signed
against the United Russia bill.

October 18 with representative of the ruling party where Sergei
Mitrokhin spoke against the reprisals against the opposition.

Soon the State Duma will consider the amendment to the Housing
Code submitted by three factions ("United Russia",
CPRF and LDPR) envisaging unilateral rejection by the state
of the previously assumed obligations for capital repairs
of housing and shifting the entire responsibility onto condominiums.
YABLOKO developed an amendment envisaging the right of the
condominiums to make the decision whether to participate or
refuse to participate in the accumulation of funds generated
from fees for repairs and management.
Sergei Naryshkin promised to discuss with his colleagues
a possibility to submit YABLOKOs amendment to the Duma Committee
for Housing and Utilities Policies.
Mitrokhin and Naryshkin also discussed the Council of Non-Parliamentary
Parties under the Speaker. Mitrokhin expressed his hope that
the Council would be engaged in defionite initiatives and
gave an example of the amendment of capital repairs.
