YABLOKO leader Sergei Mitrokhin expressed his satisfaction
with the call of Moscow Mayor Sergei Sobyanin to the deputies
of the Moscow City Duma to preserve the institute of public
hearings on different construction and development projects
in Moscow. Earlier, the Public Advisory Council of Political
Parties under the Moscow City Duma severely criticized the
amendments introduces by the ruling United Russia and targeted
at cancelling of public hearings.
Mitrokhin also noted that the "attempt to cancel public
hearings has clearly revealed the utter incompetence of the
Moscow City Duma which is ready to obey any orders from the
Moscow government, no matter how senseless and harmful for
the Muscovites it could be".
Sergei Mitrokhin also added that the Mayor should immediately
dismiss Sergei Kuznetsov, the new Chief Architect, who in
September 2012 said that participation of Muscovites in public
hearing would be inefficient. "This has revealed his
ineptitude and professional incompetence".
In the Moscow City Duma of the previous convocation the YABLOKO
faction made the city parliament adopt detailed regulations
for public hearings. Article 68 of the Construction and Development
Code of Moscow specified on the terms of warning the residents,
meetings of participants in public hearings, etc.
Due to this norm only last year Muscovites managed to thwart
such harmful projects as redevelopment of the Izmailovsky
Park and senseless broadening of Komsomolsky Prospekt.
