The Khanty-Mansiysk District Court ruled out
that the Territorial Electoral Commission must register Yuri
Shagut, leader of the local branch of the YABLOKO party, for
election to the City Council in Ugra.
Yuri Shagut and three YABLOKO’s activists were not registered
in the campaign on formal grounds. Signatures submitted for
registration were in order, however, the Territorial Commission
was trying to find some pretexts for refusal in registration.
The Court found such reasons insufficient, reversed the decision
and ordered the electoral commission to restore the leader
of the Khanty-Mansiysk branch of YABLOKO in the election.
The decision was adopted on February 18.
However, this decision was not implemented by the Territorial
Electoral Commission. Yuri Shagut said that probably the commission
would appeal it in a court of a higher instance.
In spite of this Shagut intends to seek restoration of himself
and his colleagues in the election. Tomorrow he will submit
an application to the Electoral Commission of the Khanty-Mansiysk
Autonomous Region.
In another region, in the city of Saratov, on February 20,
the Saratov District Court restored Alexander Zhurbin, one
of the leaders of the Saratov branch YABLOKO, in the election
to the City Council.
On February 9, the Electoral Commission ruled that Zhurbin
should be excluded from the party election list and also refused
to register him as a single-mandate candidate. After an almost
six-hour session the court ruled out that Zhurbin should be
restored in the party election list.
According to the Chairman of the Saratov branch of YABLOKO
Dmitry Konnychev, the claims from other YABLOKO’s single-mandate
candidates will be examined soon.
