“Anticorruption campaign launched by President Medvedev turned
out to be another PR action,” that’s how YABLOKO’s leader
Sergei Mitrokhin commented on the answer he received from
the Apparat of the Russian government on his demand to conduct
anticorruption audit against Boris Gryzlov, Speaker of the
State Duma and Chair of the Supreme Council of the ruling
United Russia party, and seven more deputies of the State
Duma.
Sergei Mitrokhin forwarded a letter to Sergei Narishkin,
head of Presidential Administration and Sergei Sobyanin, head
of the Apparat of the Government, demanding to initiate anticorruption
audit against deputies of Duma who violated the rules of publishing
income statements.
These letters became the first steps adopted by the YABLOKO
party targeted at setting control over incomes and property
of public persons. Such control was announced by President
Medvedev after applications by Transparency International
– Russia.

The results of examination of the issue should
be sent to the author of the application and a copy of the
answer should be sent to the Apparat of the Government of
the Russian Federation.

The answer signed by Mr. M. Reshetnikov, Director of the
Department of Public Administration, Regional Development
and Local Government, informed YABLOKO’s leader that Mitrokhin’s
letter had been forwarded to the Ministry of Healthcare.
This probably meant “that experienced doctors had to check
whether I was right in my head if I suspected the mighty Gryzlov
of corruption,” such a comment Sergei Mitrokhin left in his
blog at the Ekho Moskvi web-site.
YABLOKO’s lawyers were explained in the Department that "MPs
do not subordinate to them” and “no one will conduct any audits
of MPs”. "However, we do not want to write a motivated
refusal, therefore let the Ministry of Healthcare do it ,
as they are responsible for the policies in the field of public
service. Such was the answer for the official who prepared
this paper for Reshetnikov, " Vitaly Reznikov, a party
lawyer, said.
"Such a run-around reply by the Apparat of the RF Government
has shown that they are not interested in violations of anti-corruption
law committed by the State Duma deputies,” Elena Panfilova,
Director of Transparency International Russia said. “we can
only hope that Presidential Administration and the Commission
on the Ethics of the State Duma will give us more informative
answers,” she added.
