Russian secret services should report to the society

Statement by the YABLOKO party

The Russian United Democratic Party YABLOKO demands from the Federal Security Service (FSB) to render to the society and the parliament a detailed report on investigation of all the large-scale acts of terror beginning from explosions of blocks of flats in Moscow in September 1999.

Now it has become absolutely clear that non-transparency of secret services harms the security of Russian citizens.

The bad practices of concealing the circumstances of the acts of terror lead to absolute uncontrolledness and, consequently, irresponsibility of the secret services.

A lot of questions connected with the tragedy of hostages in a Moscow theatre at Dubrovka and a Beslan school are sill unanswered. And there has been virtually no information on the circumstances of explosions in the Moscow metro in March 2010. Communication of the secret services with the society is reduced to short victorious reports about elimination of another bandit. These reports get less and less public trust, as the level of security of people in Russia has remained extremely low.

Lost human lives provide ample grounds to demand from the FSB a detailed report on the progress in their investigation of terrorist attacks.

We also think that the top officials of the FSB, up to the heads of the service, should bear responsibility for the failures in their work that led to human tragedies.

Public control over functioning of secret services, the FSB in the first place, can make them take up such responsibility.

There has been no such control at present at all. Moreover, the heads of the FSB spared no effort last year so that to get wider proxies for fighting citizens and civil organisations raising their voices against the arbitrary rule and non-transparency of the authorities.

We demand an answer on the question about the reasons behind the failure of the secret services to avert mass murders of civilians.

We demand satisfactory evidence that the organizers and those who ordered the acts of terror will not be able to bring us new tragedies.

We demand cooperation with the society in the development of recommendations for improvement of the work of secret services and the law enforcement.

Only in such a way we can really punish those who is guilty in these deaths and, which is even more important, to do out best so that to avert such tragedies.
