Anchor: The President's proposal to create
a single system of responsible power continues to be debated by society.
The active involvement of all social groups in the life of the country
and combating of terrorism is only possible if there is a developed multiparty
system.
The Deputy Chairman of the YABLOKO party, Sergei
Ivanenko, said this to Mayak today. He said that the formation of
fully-fledged, genuine people's parties was being hampered by at least
three factors.
Ivanenko: First, we have no independent judicial system,
legal system. There is no arbiter to whom one can come and dispute something.
All disputes are decided to the benefit of the authorities. Second, the
election system is not controlled, elections are manipulated, from the
point of view of the media, by simple administrative manipulations in
provinces when ballot papers are discarded and reports are rigged. Third,
there are no independent sources of financing. What does an independent
party mean? It means that it does not depend on either the authorities
or tycoons. But there are practically no parties of this kind in Russia
now.
Therefore, in these conditions I think that the President must preoccupy
himself with this issue. He must take create the necessary conditions
for independent parties, instead of setting up a one-party system as he
is doing today. Nobody is asking the Kremlin for any support: we are simply
asking for the creation of normal conditions: then parties will develop
and will win in competition.
