YABLOKO's applications for lawsuits with a demand for the annulment of the results of the Duma elections were received by 78 district and republican courts yesterday. Press Secretary of the YABLOKO party Sergei Loktionov explained to Nezavisimaya Gazeta that YABLOKO had claims against 170 out of the total 225 district electoral commissions.
According to Loktionov, "the results of a comparison of the data of 14,065 protocols of observers in the district electoral commissions with the official data from the Central Electoral Commission provided grounds for filing lawsuits." Considerable discrepancies were detected in 2,648 protocols, constituting 20% of the total number of checked documents. The total discrepancies detected [between the data of the Central Electoral Commission and the observer data] amounted to 433,356 votes. The largest number of void protocols (215) come from Perm region.
Orenburg region gave 176 void protocols, Moscow region - 123 protocols, and Tula region - 122 protocols. All these data are supplied by YABLOKO in their court applications. Each application also contains a supplement with copies of observer protocols and the related data from the Central Electoral Commission, as well as a register of the violations on each of the "bad" electoral districts. The Golos Association and the SPS which supplied YABLOKO 2,000 protocols from their observers helped YABLOKO to disclose discrepancies between the official and unofficial results of the elections.
Sergei Loktionov also told Nezavisimaya Gazeta that the United Russia party had obtained several thousand of "additional" votes in some regions. "For example official data show that in 25 electoral districts in Daghestan United Russia enjoyed 6,119 votes more than stated by the protocols. In 15 electoral districts of the Moscow region this figure amounts to 132, explained Loktionov. - Speaking about YABLOKO, we were deprived of 2,996 votes in 22 electoral districts in Daghestan." YABLOKO does not hope to get seats in the Duma if justice is restored. "We do not have enough copies of protocols to state definitely that we actually overcame the five per cent barrier, said Loktionov. - The main thing is that violations should not be left unpunished."
