the State Duma approved the President's appointment of Mikhail Fradkov
as Chairman of the Government (Prime Minister) of the Russian Federation.
In all 356 State Duma deputies voted in favour, above the required minimum
of 226 votes; 72 vote against and eight deputies abstained.
- In the present circumstances voting in the State Duma is a pure formality.
The government has yet to present an economic programme. However, the
range of measures outlined by the Cabinet, for example, in the social
sphere may lead to a deterioration in the conditions for some population
groups, above all the most vulnerable members of society. In some spheres
- the housing and utilities sector or development of small and medium-sized
business - no proposals have been observed as yet.
