assessing the activities of the Russian Federal Antimonopoly Service and
its regional departments is not using selective enforcement, Igor
Artemyev, the head of the agency, said at a board meeting. It is possible
to assess the activities of the Russian Federal Antimonopoly Service judging
by which lawbreakers they punished and which they did not, Artemyev said.
According to him, "if we fine a small company that does not affect
the situation on the market three times but turn a blind eye to violations
of large companies that are supported by state authorities or have vast
possibilities of defending themselves, the public will treat us correspondingly,"
he declared.
